On 8-26-20 the Waterloo Police Department and Cedar Valley Crime Stoppers asked for the public’s help reference the theft of a vehicle. Thanks to numerous tips the female in the pictures was identified as Kathleen Ann Morgan DOB 7-23-73. On 9-1-20 Morgan was placed under arrest by the Waterloo Police Department and charged with Theft 2nd.
The vehicle has also been recovered due to a tip.
A criminal charge is merely an accusation and all defendants are presumed innocent.
