Tip Leads to Arrest
On 9-19-25 the Waterloo Police Department, acting on a tip from Cedar Valley Crime Stoppers, located and arrested Kelvin Lee Plain Sr in the 400 block of Thompson Ave reference his warrants for Voluntary Absence from Custody and Violation of Parole.
A criminal charge is merely an accusation and all defendants ar presumed innocent.
